Extremely Scarce 1980 Cuban Communist Party Internal Directive – Mariel Boatlift / Acts of Repudiation

An extraordinary original Cuban political document issued during the 1980 Mariel Boatlift, one of the defining episodes of modern Cuban history.

Titled “Orientaciones sobre las Manifestaciones de Repudio” (“Guidelines Concerning Acts of Repudiation”), the document was issued by the Provincial Committee of the Communist Party of Cuba and is dated May 25, 1980 – “Año del Segundo Congreso.”

Of particular significance, the front cover is explicitly marked:

“PARA USO DE SERVICIO” – “FOR SERVICE USE.”

Rather than a conventional publication intended for general public distribution, this document contains internal political guidance concerning the conduct and organization of the actos de repudio directed against Cubans seeking to leave the country during the Mariel crisis.

The text directly references the Peruvian Embassy crisis, the Mariel–Florida route, Fidel Castro’s May 1 speech, and the May 17 Marcha del Pueblo Combatiente, firmly placing the document within the events surrounding the Mariel exodus.

Especially significant is its discussion of previously issued instructions from the Provincial Committee and its effort to regulate how repudiation demonstrations were to be conducted. The document acknowledges incidents in which actions had exceeded established guidelines and addresses practices including coercive demonstrations, self-condemnatory signs, workplace repudiation meetings, and the role of municipal operational groups.

This makes the document an unusually direct contemporary record of the institutional response to Cubans seeking to leave the island during the turbulent events of 1980.
